The buyer purchased an item I had listed, then requested to cancel shortly after the payment was received, (I have not shipped the item yet).
When I go to accept the cancellation request, the next page says, "By submitting the refund you are authorizing eBay to instruct PayPal to refund from your PayPal account"... (But I only have the option of refunding the full amount paid.)
Subtotal: $29.99
Order total: $30.79
(I'm not sure what the $0.80 is for? It was free shipping.)
I obviously received $28.37 after the $1.62 PayPal fee.
So why do I need to refund the buyer $30.79, when I only received $28.37? Why am I obligated to lose money for their mistake?
Now you may say, "It's only $2.42, just pay it..."
Except, this is the fourth or fifth time in the past year I've had to lose money because a buyer had changed their mind. Thus I'm probably out $10+ (combined from cancellations) because of this to date. It's ridiculous...
So how can I issue a refund for the amount I received, $28.37?
Also how should I go about requesting to be reimbursed for the previous cancellations? Recently, I emailed PayPal about past buyer's that had requested cancellations, listing each transaction and the amount I paid out of my pocket (asking if I could be reimbursed), and they replied with, "We can better answer your question over the phone."...
Which I haven't got around to calling them yet, but I will once this refund is completed.
But has anyone had any luck getting PayPal fees back, when the other party is at fault?

The only amount that you will be out is the .30 PayPal fee. When you refund, PayPal refunds the fees they charged other than the .30 transaction fee. So if they charged you 1.62 and you cancel, $1.32 of the refund would come from PP and the rest would come from you.

Paypal keeps the 30 cent fee, because they did process the payment. That's all you lose. And don't bother calling, it will be a waste of your time.

Yes, everybody has. Including you. As other have pointed out, only the flat 30 cent transaction fee is not refunded. The % fee is automatically returned.

You're going to need to call Ebay to find out why the difference.......
I agree, you won't get the 30c back.......but the discrepancy of 80c is the problem. I thought perhaps a handling charge, but I put the same item in the cart and final price is the $29.99......
