Buyer receiving won't ship to New York error

Good morning, I just received a message from a buyer in New York, zip 11795, stating that when they try to purchase an item, they are seeing a message that says I do not ship to them. I checked my shipping restrictions and they are set as always, all US states are included. I ship to NY all the time. I saw this was an ongoing issue back in June. Is this still a known issue and what can I do to help my buyer make their purchase?

What is the item your buyer is unable to purchase?

Some states have restrictions on shipping certain items to the state.

It happened to me once and I had the box size for shipping wrong.
