I sold NFT card to buyer. he paid 100% already. I sent instructions and asked for his wallet address so I can transfer it to him via eBay messaging. He have not responded to me yet since he ordered it few days ago.
He is still ignoring me. I know some email providers are filtering emails badly.
I would like to know what is best way to do about buyers who ignoring customization requests?
Just cancel the order and refund to him in full?

Not sure virtual items can be sold on ebay. I'll have to do some research and come back to the thread.

They are legal on ebay. look up NFT Arts on ebay. ebay recently added the category for them.

Was this sale on a different account? I'm not seeing any Sold (or even Completed) listings for you.
That aside, if you look up the "View order details" in the pulldown Actions menu for your item on your Sold page, you should find a phone number for the buyer there. There is also an encrypted eBay email address for them, although that disappears after two weeks. (Make sure you're selecting "View order details" from near the bottom of the pulldown menu, and not the "View payment details" option from higher up in that menu.)

You are still required to mail the physical item. Items exchanged through email do not offer seller protection. eBay has no access to your personal email and can not verify delivery.
NFT art is quite different than NFT.
I’m surprised (maybe not) that eBay created this category. It certainly opens an opportunity for misinterpretation.
Yes, you can list art. An physical item that can be tracked through the mail system.
These digital items being listed in that category are probably all in violation of the digital delivery rule.
Even if you do end up emailing this item to the buyer, they can open a case for ‘item not received’ and they will get a refund. You have no proof otherwise.

There are eligibility requirements but they are not very onerous, you just need to have some modest history as a seller.

You are correct.
eBay has big hopes for them but at least for now the seller is
supposed to be approved by eBay first before they list.
You wouldn't need someones (Wallet) to send the file.

Regardless of policy, it is impossible to sell an NFT on eBay due to the nature of what an NFT is.
Ownership of an NFT is established by the blockchain, and nothing else. eBay only deals with items you can pay for in real currency using PayPal or ACH transactions.
I fear that you will not be able to resolve an issue like this given that eBay handles the financial transaction, which in your case cannot be separated from the item being sold. You might want to try selling these types of items directly or on a site that is set up for handling NFTs.
