I haven't bothered to reply because anything I could say would probably be rude. She seems to take the lack of response for encouragement to keep trying though, and keeps offering me a low price (which according to her should include my shipping fee). She appears to be a seller herself so you'd think she'd know better.
Is there any way to block messages that aren't abusive?

Add to your BBL, then go to site preferences>buyer requirements, show>scroll down to the bottom and select "don't allow blocked buyers to contact me". Click submit.

I get them once in awhile. Some people like to haggle, I do not.
Had one a few years ago on the other site I sell on. Made me an offer that was about 40% of my asking price. I immediately jacked up my price the amount they wanted me to knock off. The next month, they made me an offer that was about 40% of my new jacked up price. I jacked up my price again. And the next month, one more time. They never said a word about how they were now offering more than the original price. But someone bought it at my jacked up price, so they missed out.

Just curious, though: are all her messages worded exactly the same way? I'm wondering if she's just either running a script or copying-and-pasting the same message into every offer to every seller of something that she's interested in.

Just block the buyer, as suggested by @southern*sweet*tea, and set your preferences to block messages from blocked buyers.
There's no point in wasting any more time discussing this. Just do it.

Geez, if this isn't textbook passive aggressive I don't know what is. For petes sake just tell her no thanks your item is already the lowest priced one here and that might be all she needs to hear. Poor woman probably thinks you didn't see her previous messages so she keeps sending new ones. If you don't understand basic communication, you will have problems like this.

I love this! I did this once, too, and it ended up selling for the higher price.
OP---if you block this buyer, try to see where they live. I had a person make a $5.00 offer on a $20.00 item. Then, each month they would raise their offer by $1.00 with a note telling me how much they really wanted it and how poor they were. At first I nicely declined, but eventually I blocked them. The item was BIN with NO best offer. Eventually they tried to buy it and found out that they were blocked. She begged me to unblock her, but I was done with her at this point. A week later it was purchased by someone with 0 feedback in the same city. This was an item that had been listed for over a year with no other interest! I contacted ebay to get it on record in case I go a negative feedback. Fortunately, I never heard from the buyer. BTW, it is against ebay's rules to open a new account to get around a seller's block.

Actually, it is no longer against the rules to use a diferent account to buy "if the buyer really wants it", according the a CSR or maybe an eBay employee who posts here from time to time, I forget which. This was reported in a thread here on this board.

@usumakey - Why are you $5 under the next seller? You need to raise your price by at least $4.50! You only need to be less, not less by such a large amount.

Just TELL her that you aren't accepting offers on the item. Chances are she'll go away once you've done that; otherwise, like atikovi said, she may just think you haven't seen the messages.
