Buyer manipulated return shipping label to reroute back to them, still charged for return label...

Recently a "buyer", more so scammer, decided to manipulate a return shipping label to route back to them.

 

When I appealed the case Ebay did fully refund me for the item, but still charged me for the return shipping label...for an item that was never returned. I believe that charge should have been reversed onto the "buyer" who scammed me out of my item since I won the appeal. Wouldn't it make sense to have an automatic reversal charge for appeals like this? 

I called and spoke to a rep about this last weekend who said it would be reimbursed within 48-72 hours. It has been five days now with no reimbursement or update....
