I sold 2 brand new purses & put a penny in one - a traditional gesture for good luck when giving a purse. The buyer now is lying, saying the purses are dirty, used, had a penny & crumbs in them. Her ratings show she did this to 2 other sells. I suspect a scam of course. How will Ebay handle this. I refuse to be taken advantage of.

"I refuse to be taken advantage of." Good luck on that:
Item not as described is what they are saying: have they open a case??
Choices are return for refund
Of keep and refund.
You no return is useless due to the buyers many back guarantee. Does stop some of this but...
No return does not mean no refund.....

After selling for many years now on other platforms and now here on eBay testing waters to potentially go to my own website I have learned you have to be firm and somewhat hardcore if necessary to try and push the scammers and “want free stuff people” away. Unfortunately after experiences and lots of reading most card companies and platforms like eBay will take the customer is right approach in the end anyway. Lots of people realize that and take advantage of it making it almost not worth it sometimes. Some listings I now take the approach like notes that I’ve counted pieces and confirmed, and all parts of product are there so don’t say anything missing. Dealing with people and large corporations like eBay just down right sucks. Good luck.

In addition to the excellent advice given by others here, I'd like to comment on your statement about "Her ratings show she did this to 2 other sells."
Sellers are not allowed ever to leave negative for buyers ever. Just in case you were considering retaliation.
And, yes, per eBay's Money Back Guarantee, you will have to accept the return, pay for return shipping and refund in full when the item is returned.

Ask the seller to return the purse for a refund, since it did not meet their expectations. Don't expect to get the penny you included back.

"I sold 2 brand new purses & put a penny in one - a traditional gesture for good luck when giving a purse."
I didn't know this.
Maybe the buyer saw the penny and assumed it was a used purse and thought how else how did the penny get there? Then thinking it was used, they saw crumbs or embellished the story?
If they filed a not as described claim, scammer or not, you can offer a return for refund.
Your "does not accept returns" policy doesn't apply to not as described refunds.

I have found it best never to include extra items... for any reason.
No good dead goes unpunished....
I am sorry this did happen to the seller.

Did your Buyer open a formal claim with e-Bay?
If the buyer files a SNAD (not as described) formally, accept the return of the item(s) and pay for the return shipping. Be certain to reply within the allotted time frame - if you do not respond timely, e-Bay will respond on your behalf, assume you do not want a return of the items and refund the buyer in full.
If the Buyer is just emailing you at this juncture fishing for a partial, would reply with the "please open a return for these items and we will send you a shipping label to return both handbags".
You can report your Buyer on these transactions to e-Bay - there is a drop menu area next to the transaction. Usually I would recommend doing so, however, since you included the penny (am guessing no explanation of that with the shipment??) in each handbag, I could see where as a Buyer "potentially" thinking they "might" be used or pre-owned, etc. (Not implying they are - just trying to look at it as e-Bay might)
Good luck!

Buyer has 2 options. They can "reverse credit card charges" (keep both purses and your money). EBAY cannot help you (they have no control over credit card company).
Or they can use EBAY Money Back Guarantee (supersedes "no return" policy) by claiming "not as described, counterfeit, defective" (you are forced to give full refund) plus shipping BOTH ways. EBAY only looks at return tracking# (doesn't care what's inside package). EBAY always sides with buyer.
Sorry this happened to you...

Depends on the market and items you are selling, I have both sent and received items, and in both case were well received. In all cases, did not change the shipping cost. The last item I got as freebie, wow I was very happy!

My Grandma always told me this was good. I always got a penny when she got me a purse. I did that once when I sold a purse and I left a note inside about why I did. Sorry this is happening to you. Return for refund, block the buyer, and sell it again.

I remember this from when I was a kid - my Dad saying this. Gran always took a fresh baked loaf of bread and a new broom to the new bride/grooms' house and leave on the porch. Was always supposed to bring them a lifetime of happiness when they entered their new home with them.

I think it is safe to say that putting a penny in a purse is NOT good luck, at least if you are selling said purse on eBay.
