I sold an item for 1400 . Once the buyer got the item he ask for a discount due to a damaged in the vase
once I told him he can ship back the ite
and I will send him a refund he stoped replying . The next day realizes eBay refunded him and he can keep
my item

What could have happened is the buyer disputed this transaction with there credit card or bank and what Ebay did was immediately refunded the buyer automatically. There was enough proof that made Ebay do this. That's a possibility based on the information you are providing. You will not get your item back unfortunately which is why it is recommended not to sell items of high value at the risk of losing the item.

OK, you chose Option 3: offer a partial refund. The buyer rejected your offer. That puts you back into the same options as I pointed out to you before, except that Option 3 is no longer available.
Same answer as before:
"If you want the item returned to you, then you have to select the first option, as shown below. If you don't respond to the request, or if you choose "Give a full refund" then the buyer will not be asked to return the item to you."
You may not get much time, as the clock doesn't get reset while this is going on, so the buyer may be able to escalate as soon as they reject your partial refund offer. You may need to make your choice immediately, if you want to choose yourself. More details are available in the Solution to the thread that @fern*wood shared in Message 15 .
FYI to other responders. This was a fixed price/best offer item. Asking price was $1800, the accepted offer was $1400. Ouch ... I have to say, this would be a painful lesson.

I got a answer from eBay saying
I had my return policy on auto refund
meaning once the buyer open. Case for Return ( for any reason ) eBay will refund him right away and the buyer can keep my item. After reaching the buyer asking him over and over to return my case couse he got his money . He had the nerve to tell me I can pay him for the vase what he paid at first . Or he can send me a check on Monday without telling eBay for 500 and he will keep the vase

I didn't think automatic approval would mean automatic refund. I thought it would automatically issue the return label unless it was a small purchase where the label was more than the item. That's crazy to refund $1400. automatically.

@fern*wood, I have to agree with you "That's crazy to refund $1400. automatically."
But that's what OP said he was told by CS ... and there IS an option to automatically refund without doing a return ... so I tried to provide more information about that, so OP could make sure he changes it or sets a more realistic $ value threshold.

There is the ability to do either. Auto accept an INAD and issue the return label. Or Auto accept and INAD and refund.
Apparently the OP forgot they had set this up. Which is both good news and bad news. Bad news on this transaction they came here about but good news to know they clearly don't get many INADs or this issue would have come up before.
