So I sold two similar items but accidentally switched up the addresses I sent them to. And when they both wanted to return it, a wrong return address was used. So they were sent back to the buyers.
One of the buyers refuses to ship it out to me again because eBay already gave them a refund before it was confirmed delivered. The package is now with them. What can I do? eBay has refused to help me at all and is saying it’s all on me.

Assuming the returns were filed through eBay and return labels generated through eBay, that means you had an incorrect return address on your account. Buyers shipped the returns. Packages were returned to sender due to your out of date address. As far as eBay is concerned, the buyer did their part and returned the item so you will be forced to refund. There's no way to force the buyer to return again.
You'll be refunding both buyers here and you'll be able to resell the one item you do get back (if second buyer is willing to return a second time).

It seems you don’t have all 5 of your addresses to your current address.
Go here and correct that Account Settings Addresses
Why would you allow eBay to step in and refund the buyer? You should’ve accepted the return, issued the return label wait for the item to arrive then refund.
Allowing eBay to do that for you gave you a defect for Closed cases without a seller resolution.
When eBay refunds they allow the buyer to keep the item as well.
There is nothing you can do except learn from your mistakes. Update all of your addresses.
Once eBay has stepped in refunding the buyer the case is closed and their part is done. eBay is correct, it is all on you.

I understand that. The thing is I didn’t see an option to accept the return and issue my own return label. The only options I saw were to issue refund and stuff.

That's because returns are often automatically accepted. If you want to have the option to issue your own return labels on every return then you need to enable RMA numbers on your return preferences page.

Right now buy a shipping label here, and swap the sender/recipient with the correct Ships from zipcode.
Then either email the PDF (if you can get the buyer's email address) or US Mail the paper label to your buyer, taking a chance that they will help and return the item.

It was confirmed delivered when it was delivered back to the buyer.
Ebay doesn't care where it was delivered, as long as it's scanned as delivered.
