I sold an item on Jun26th and shipped it Jun 27th. It was returned to me(on July 5th) because of an insufficient address. I immediately contacted buyer once I received the package and they did provide me with the correct apartment number and wanted it reshipped. I explained to them that the seller is not responsible for covering any additional shipping fees. I also spoke with an Ebay agent that assured me this not my fault as well and to provide an invoice via Paypal. I was able to generate an invoice and sent a message on Ebay with the link. There is no invoice date, it is just asap. The invoice was sent on July 9th, and so far there has been no response. I have a bad feeling about this because so far the buyer seems incredibly unfriendly and short with their responses so far. I've not heard another word since July 5th or 6th. I am not sure what to do next as I have never had anything like this happen.

Aw, snap! Once you resent the package on your own dime, the buyer has no incentive to pay for the shipping label to reship.
If this happens again, do as I suggested above (post #3).

That would be the correct action if that was discovered before the item was shipped.
The main reason not to cancel after it's been shipped is as I stated earlier: you cannot give a partial refund for a cancellation, it automatically refunds the full payment including the shipping (which the seller has now spent and cannot get back).

I'm very sorry this happened to you. For the future, don't reship until they have paid you. At this point there is nothing you can do to recover that money. I would however make sure this buyer ended up on your BBL [Blocked Bidders List].

may not be the correct action, but a cancel can be done when an item arrives back as undeliverable because of an address issue, or at least it could be. Been there, done that just to be done with it. (full refund. shipping cost eaten by me)

You are likely among the lucky ones that as a new seller never made a mistake. Most of us do. Fortunately for @bfauxcreations this wasn't a really expensive one. But one to learn from to be sure.
But to clear a couple things up "You are not permitted to request after the order additional payments.". That statement is not true which is further evidenced by the advice the OP got from Ebay regarding this matter. In cases like this sellers are absolutely allowed to find an alternative way to bill them for the reshipping of the item. Ebay is well aware that they do not have a vehicle for sellers to use to accommodate this. So the OP did exactly what they should have done with the exception they should have held the shipment until payment was received.

- The buyer used the wrong shipping address at checkout
- The item is out of stock (this will result in a transaction defect)

I'm not sure that can still be done, but even if it can, it isn't the correct way to handle the situation. Keeping in mind that Cancelling a transaction will then cause a FULL refund, which is just another reason why this is not the correct thing to do as you have found out.

All I did was add an apartment # to the address. I checked with an Ebay agent before doing any of this. They assured me it was fine and I wasn't at fault. I would have simply refunded(minus) original shipping but I felt obligated to reship.

Inexperienced seller? I have been selling on Ebay for like 20 years and my other account is where I sold the item. The shipping was less than $7 and the value of the item was less than $20 so at the time I wasn't highly concerned, but little did I know they would pull this. While the loss isn't significant, its more so the fact that the buyer thinks I would use my additional shipping supplies plus the label, and reship while they can just go silent yet and just forget it all. I was upfront about the charges and that the seller isn't responsible, so only a loon would just ignore something like that.

They were wrong about that. Once you altered the address given to you originally on the order, that is when the seller will lose Seller Protection on that shipment. However I don't think this is an issue for you on this transaction. But in the future, don't do that. And don't print a second label from an order that already had a tracking number as you don't want the details from the original shipment to be lost or over written.
You were not "obligated" to reship until the buyer paid you to do so.
