My auction was just completed today. The buyer decided they didn't want the item because they found it elsewhere after winning the bid.
- The buyer already paid on eBay.
- eBay sent me notice that the buyer is saying they never received the item (of course not, the auction just completed. I'm in Oregon, they are in Texas. How do I ship to Texas in less than 4 hours?!!!!
- It looks like, if I approve the refund, eBay is going to charge me a $534 fee.
- I've attempted to have eBay call me on my cell phone. They keep saying they tried and my number blocks them. That's not true. I have disabled any blocking on my device, and I've called T-mobile to make sure there is nothing that would block eBay's call. T-mobile confirmed that eBay should be able to call. I've never had this problem with ANY other company EVER.
- How do I resolve this without getting charged a fee. I didn't do anything wrong, the buyer is the one requesting the cancellation before I have a chance to ship!
PLEASE HELP!!!!

I agree the system stinks - most people expect those funds eBay is holding can be used for the refund. I hate to be the bearer of bad news. That's not how eBay has it set up.
Problems if you close the bank account include the refund to the buyer failing, and eBay stepping in, and then you really will owe the approx $535 fees which eBay will collect any way they can - including sending it to debt collectors and your credit rating taking a hit.
Trust me when I say closing accounts and trying to skirt this will not be in your best financial interest. I know it's a crappy situation, but see if there's a way you can work it out.
If you talk to your bank, it should not be about closing the account, it should be about whether you get a one time exception for an overdraft fee and what will happen if eBay tries to pull funds you don't have.

@buyselljack2016 wrote:any chance that CS can help this seller?
I've never heard of a situation where CS offered options in this scenario. If anybody has it would probably be @valueaddedresource .
If @adeptmonkey does contact CS they'll have to speak with the Payments team which they can do by visiting their payments page here: https://www.ebay.com/sh/fin
Click the question mark icon on the bottom right corner, then click the 'have us call you' link. I know you're angry, but try to stay calm - it's your best chance at getting assistance.
Hopefully the seller will figure out a way to borrow the $3.2k short-term for the refund until the original sale funds are released. I'd hate to see them in a worse situation where they owe the $535 fees on top.

While it probably doesn't affect the situation the seller is in as the buyer would probably have ended up filing a return before seller got paid, or filed a payment dispute, that is an excellent question.
The system should have prevented an INR from opening until after the estimated delivery date. devon@ebay ?

This was a straight up eBay INR claim - the seller copy/pasted info from the refund screen upthread which confirms it was an eBay INR not a payment dispute.

We have had that question before: using 'INR' as a chargeback...is it allowing?

Sorry if my post wasn't clear - I thought I specified this was an eBay INR not a payment dispute INR. The info seller copy/pasted upthread confirms it.

Maybe the buyer 'found it elsewhere' because ebay shows them rows of other sellers selling the same item. I hate when they do that.

'copy / pasted upthread by eBay to seller...I don't see it....I must be blind.
I was looking for an actual email from eBay to the seller.

Post #13 shows what happens when the seller attempts to approve the buyer's request for a refund. It shows the refund breakdown that's consistent with the eBay INR refund screen. Payment dispute INRs are different.
It's easy to miss if you're not sure what you're looking for or looking at. I've seen these refund screens for both eBay claims and payment disputes a zillion times so to me I recognize even just the copy/pasted text without even thinking about it. I wish I had that head space free for other stuff. 😆
