Seller should not have to pay for shipping and sometimes even return shipping if buyer does not pick up the package properly sent. Then claiming package not received. This is unacceptable and unfair. Also ability to give feedback in such case should be disabled.

Not accepting delivery is the same as refusing delivery. You shouldn't have refunded until you have your item back. You should have had tracking uploaded on eBay before a case is filed, then contacted eBay and let them know the buyer refused delivery and ask them to keep the case opened and not force a refund until tracking shows the item was delivered back to you. Then when you get it back you refund. As it is now you're not sure if you'll get it back.
And you're right about you will end up losing shipping both ways because you will be made to refund in full.
This is clearly a buyer's remorse return because they no longer wanted it and refused to pick it up. For that reason you should be able to deduct the original shipping but I doubt you can.
I'm sorry this happened. eBay says the buyer is responsible for customs fees. They probably didn't realize that and refused delivery. The problem is there's no way to make them responsible so the seller ends up getting screwed.

Did the buyer claim INR? What about tracking? You do know that, if there is no tracking proving delivery, you will be obliged to refund, right?

You didn't provide a lot of details regarding your problem. I notice you are in Slovakia. Which item was this? How did you ship the package? Was it a domestic sale within your country or did you ship it internationally? If internationally what country did you ship it to? Why did the buyer not pickup the package did it get held in customs? Was the package shipped with tracking and can you follow the tracking?
If the buyer failed to pickup or refused delivery on the package and filed an INR case then you need to respond to the case and provide eBay with the details regarding the buyer not picking up the package or refusing delivery. I do not see any negative feedback in your profile regarding a sale or an INR.

USA buyer. I give full refund thus no bad feedback. I always ship with tracking. Opening case helps to: You are protected from bad feedback. Still you have lost shipping money and return shipping money.

Read up on how returns and claims for not received works.
If you had uploaded the tracking number into the case for INR that the buyer opened you would not have been made to refund.

Whatever the buyer paid for shipping pays for the shipping.
The buyer buys a item for $100 + $25 shipping. You get $125. Use $25 of that to pay for shipping. So it's the buyer paying for the shipping, not you.
You really should learn how it works BEFORE you start selling.

True, the buyer pays the seller for the shipping but then the seller has to refund that shipping money so it ends up the seller paid for the label from their own pocket when they refunded in full. And they've got to pay additional postage due for the return shipping before they get the refused package.
Sellers get totally screwed over when a package is refused.

Not necessarily. If the buyer files an inr and the seller enters the tracking showing that the item was refused then the seller will win the inr. If they have the package back they can then refund for the item less any shipping costs.
