I have a winning bid from buyer based in Mexico with Zero reviews.
Buyer paid and shipping address is in Seattle and appears to be a residential house.
I have US shipping only in my seller settings so even though the buyer is non-US, they have a US address.
I ship with USPS Priority. So will have tracking etc but I don’t want the hassle if this is a scam.
Does this seem legit? It just seems the non-US buyer with no reviews is a red flag.
Should I cancel the order and will I owe fees because I cancelled it?

No. You should ship it as per your seller obligation. The info you provided isn't enough to convince me of any fraud.
There are many ports in Seattle and the address you are shipping to can be a freight consolidator for your buyer in Mexico. Ship the item and hope for the best. If you want to, google the Seattle address and see if it's a business. Even if not, it can just be a gift to someone they know in Seattle or someone they personally know who will hand the package over to the buyer in Mexico.

So it's a reshipping service. If you do not feel alright shipping it, I would cancel the order and select the reason as "Problem With Buyers Address." I did this for an item and was told by eBay on Facebook themselves that there wont be any marks against a seller for doing that reason.
Besides, I see INR cases a lot with reshipping services, if it an address with a company that is legit and reliable, then I would go for it, but insurance would be a must if you ask me

panda, there isn't a problem with the buyers address - so that would be a false claim and could see the seller sanctioned if the buyer reported it.

There is nothing suspicious about this. Maybe it's a friend, or a reshipping service.
A new buyer with a Mexican address using a forwarding service or shipping to a pal.
You need to ship.

I had the same situation for someone in Australia. It’s a forwarding business for those who want our items but live in another country. My experience is bad. The forwarding company lost the package, USPS would not cover it, they delivered it correctly. I got a negative for not “sending” item so I put it in my auction standards, no third party shipping addresses and haven’t had a problem since.

How expensive is your item?
Only you can decide what your risk appetite is. A freight-forwarder is not usually a residential house. Also appreciate you may not want to build in cost for signature. If you ship Priority, you have some insurance.
As others shared, probably a relative or friend and they will send it onto the buyer.
You could cancel as Panda suggests. But Buyer can leave a neg for cancelling, etc.
You do not mention item value or type of item? We usually honor the sale, unless a mitigating factor would make that prohibitive to us.
Do understand as a Seller why you might be hesitant.

Thanks everyone for replying. I have only sold a few items so all the feedback is helpful.
The item is a $50 Lego set, unopened - I am trying to de-clutter.
I sent a message to the buyer asking them to confirm the shipping address.
I will ship it in bubble wrap & an outer box and take pictures.
My understanding is Priority mail has insurance for $50 so as long as I get a delivery confirmation, I should be ok.
@netantiques How did your situation work out, if you have delivery confirmation to the address they provided, did you end up losing money?

I would ship as well. I don't see any Red Flags on this order.
