I was selling a car bumper. It is too big/expensive to ship across country, so I labelled it ‘local pick up only’ on the listing, and offered no shipping options.
The buyer now wants a refund.
What are my options? Can I deduct anything for the inconvenience? Wil eBay refund my fees?

Refund and be done with it (along with a nicely worded message explaining the refund)
And yes, eBay will refund all you fees.
Then just relist it.

You should "cancel order" using reason "buyer request". Your EBAY fees will be refunded. You cannot "deduct money" for your inconvenience.
To avoid this problem in the future...you should put PICKUP ONLY on the title line.

I agree...put "Local Pick Up Only" on the title.
Buyer probably used cellphone or iPhone for purchase....and usually only the title and cost appears.
A potential buyer has to search to find and see description and any special instructions.
