Hello All
Recently I sold a heavy book to a buyer with 0 feedback. I generated label from ebay system directly, and give feedback to this buyer.
Last Friday, USPS did not make a successful delivery, so item was held in office.
I messaged buyer yesterday to inform him/her to pick up package. No reply.
Today USPS shows:
"April 17, 2017, 2:45 pm Moved, Left no Address FRISCO, TX 75034 "
I guess the next step, buyer will open a case and say item did not delivery? Then I will eat the shipping cost? And buyer probaboly will give me a negative feedback - my 1st negative?
Also after this buyer got 1 feedback from me, he/she listed a lot items immediately.
Should I report this buyer now to avoid more seller/buyer ran into such scam?

If the PO sends the package back to you, if the buyer leaves a neg it will be removed with a phone call to ebay CS.
Report the buyer to ebay for invalid contact information and use the tracking number as your proof.

I might be wrong. My friend told me it could be this buyer asked USPS to hold the package, since USPS did not show 'notice left'... I will eat all lost and this buyer can use my 1 feedback to make more scam...

Thank you very much, I will wait for package and call ebay service if I get more trouble like negative feedback.

Don't assume the worst. I once had a package returned as buyer moved with no forwarding address. I never heard from the buyer so I did nothing.
Wait until buyer files. They may never.

You're reading way too much into this, nor does any of it look like a scam. In fact, if the USPS was simply holding the recipient's mail, you might see a "Notice Left," but you're certainly not going to see that big long speech about moving and leaving no forwarding address. Unless the buyer files a forwarding address promptly (which they can do on-line), your package will be coming back to you, as it has nowhere else to go. You refund when it comes back.
Your leaving feedback for the buyer has nothing to do with their suddenly creating listings. They might eventually notice that their PayPal Ship-To: address is out of date, but unless they fix that, any future purchases of theirs are going to get equally lost.

So fianlly, let me update the result.
USPS returned package to me, got package on Apr.25. USPS did not charge me extra return fee.
Refund buyer in full, since ebay does not care who is at fault. I eat the shipping cost for $5, media mail, not too bad.
eBay credit back the final value fee.
For FedEx package, story could be different...
I think I will cancel any order placed by 0-1 feedback user in the future.

Buyer could have drove to that Post Office and picked up the book there.
(If they lived close to the same area)
