I had a buyer email me asking if I ship to Canada. I only ship out of the US with the Global Shipping Program. Have had too many issues with international in the past.
So I go to send an invoice and the buyers shipping address is in Alberta and it's asking for the cost of FCMI to Canada.
What do I do now? I have no clue how the buyer got around the block.

Don't send the invoice!!!
Buyer can pay the same way as they always do via regular checkout, the GSP charges will be applied.

Usually if I try to send an invoice, it will pop up in red text saying I can't due to it being GSP.

By the way, the buyer didn't "get around a block", you offer GSP on all your listings which includes Canada of course.
If you sent the invoice it will probably kick the transaction off of GSP and then you will have to ship it direct (which would probably be better anyway).

I've never been able to send an invoice to a GSP buyer, it always pops up saying I can't.

You don't need GSP to ship to Canada, their postal system is reliable and they'll provide tracking until the package reaches the buyer's doorstep.
I mean, if you want to then it's up to you, but it seems silly to me.

Could the buyer have placed a bid with a USA address.....then switched their address to Canadian AFTER they won?

If you selected the right criteria on your listing, the buyer should not have been able to "slip by" the GSP. If the buyer is in Canada the GSP should have kicked in and charged him the right amount.
I also use GSP and don't ship to Canada or any other country. GSP lets me sell to other countries without having to do ANY extra work - if the customer is willing to pay the high GSP fees. Better than just saying "no" in my opinion.

How your buyer got out of the GSP @quadcitypickers and forced a switch to direct shipping was by using the well-known loophole to request a total at the Bid History page (because Request Total at checkout is usually missing).
