I have been selling on Ebay on and off for 18 years. Never had an issue with money withheld. Only twice when package showed delivered, but both times, the neighbors had it.
I responded to the buyer that he should check with the neighbors to see if someone picked it up, or it got delivered to the wrong address (next door)
Seems unfair to a seller to withhold the money when USPS recorded the delivery. I don't think I should be held responsible for it being wrongly delivered, or worse, when porch pirates strike.
My question is, what will EBAY do now?

Prepare for the buyer to open an INR. EBay will ask you for tracking, be prepared to supply it.

As spark-chaser1 mentioned wait for the INR and respond by uploading the tracking information showing the packaged delivered. EBay should close out the case in your favor and no other action should be required although it may still take them a few days to release your funds.

Correction... since the buyer filed an INR, you will be asked to confirm track ing. That's when you prove you shipped to the address, and you should be released of liability.

Did all the above... Now what?

So just to clarify here - you did upload the actual tracking number to the dispute - right? If youve done all that then the dispute should eventually be closed in your favor. Not sure how many days that takes exactly but it should be less than week since you already have the evidence on-line that it was delivered.

My "Buyer" ... Opened up his account the day he won it... hmmmm...

As long as their is an online delivered scan for the transaction, then ebay will cover you. Just be prepared for an item not received claim. Please be sure to provide the tracking number again when ebay requests some action from you.
You also might want to confirm with the buyer their shipping address. You can only imagin how often it's a problem with the address. In case it was delivered and stolen from their mail box or porch, then you're not responsible for the security of the parcel at the premises.
Just take a deep breath & everything will be OK.
Good luck!

So did I. 😁 Did you?
Back in the days before guest purchasing, you could browse eBay without an account (like today), but you had to open an account in order to bid or buy. Thus I suspect the majority of accountholders opened their account on the day of their first purchase.
That aside, you have all the necessary tracking needed to prove delivery, which is probably the easiest dispute for a seller to win. If you shipped to the City and ZIP of the Ship-To: address you received with the payment, and your Delivery Confirmation tracking shows a Delivered status there, you should be good. (You do need Signature Confirmation on shipments of $750 or more, but I don't see any sales that large in your recent history that would require it.)

Stand by while the bots decide what to do. Your end is complete.

We received the same type message today just after tracking showed item delivered. It also came from a zero feedback buyer who opened their account the same day they made the purchase.

USPS has tracking GPS on a lot of packages. I would help the buyer out by filling out a 'not delivered' form online. I have had packages go very astray from me and found them by calling the PO. They tracked them down for me. Most routes have alternate employees, especially now. They can mess up...
