I don’t sell much on eBay, but I’ve seen this a couple of times now. Why would someone that wins the auction for your item not pay? Does this happen frequently? Are they trying to keep your item from selling while they have a similar item being sold? Or did they just bid way over the price they wanted to pay? I have notified the buyer few times and have had no response. Any suggestions?

If a buyer hasn’t paid within 4 days, on the 5th day you can go to your Seller Hub to cancel the transaction using the “Buyer hasn't paid” reason and this gives the buyer a strike and you can relist. In future to have eBay automatically cancel your transactions due to non-payment:

Unless your items are unusual or hard to find and you think an auction will generate a lot of interest, list items as fixed price with immediate payment required.

You can avoid nonpayment by listing your item for a fixed price and using the immediate payment requirement, and by not accepting offers. If you receive an acceptable offer, lower the buy it now price to the offer amount.
That way, the user has to complete payment for the transaction to proceed, and the item remains listed otherwise.

Are these on Best Offers or Auctions?
E-Bay is working towards having Buyers have a payment source on file that will be auto-billed for Best Offers, etc.
To answer your question - who knows why people do not buy. Could be a competitor, could just be a bad buyer. Make certain you BBL that Buyer.

It is not unusual for an auction to go unpaid. As a result of this, i list primarily fixed price with Immediate Payment Required, and don’t accept Best Offers.
As your auction winner has mot responded, they likely are not going to render payment. I see they seem to be an established eBayer with a high feedback score, so they are not a newbie who may not understand the process. So apply a strike on the non-payer on the fifth day after the auction end, and then you are free to give a Second Chance Offer to the runner up who bid $265. Below is a link on Second Chance offers.
