I recently sold a PS3 system, used, with games and two controllers.
They buyer is saying that one of the controllers isn't working, but I included a picture of the very same controller in the listing, while it was on and working. You can see the lights clearly on in the picture.
The buyer wants me to give them a partial refund(20$) so they can buy one that works. Everything else that was sent to them is working fine, and the control is all they've complained about. I packaged them well, and both controllers were packed the same way, so I don't believe that it could have been damaged during shipping.
I just sent a message and asked them to try and reset the controller, because it has a reset button on it. Sometimes the controllers get stuck and won't turn on, or pair with the console. I JUST had to reset one of my PS4 controllers for the same thing.
But, if that doesn't work, what should I do? They're still within their buyer protection, despite telling me of the issue weeks after everything was delivered.(they bought it July 5th)
So, I'm not really sure what to do if the reset doesn't work. I could give them to 20$, but since it was working, and pictured as such when I shipped it, I feel that it might just be a user error. This buyer also doesn't speak english very well, which doesn't help in communication.

It's likely more than 30 days now since delivery. Tell your buyer @feathers_35 to return everything for a refund. Then go silent. DO NOT RESPOND AGAIN.

If you're ok with giving the buyer a $20 partial refund, i would do it and be done with it.
The other option, like someone else said, is to accept a return. Most likely the buyer wont go through the trouble of returning it and you wont have to refund anything. Of course there are lots of other things that can go wrong on a return. The buyer could send you a brick instead of your PS3.

I agree. I think there’s a place for partials.
And electronics can get bumped around too much in shipment, or legit die on delivery.
