I've accepted an offer from a buyer and they've messaged me because they aren't able to process the purchase. They say they've received a message at checkout that says I've put a limit on their purchases.
I don't have any limits set nor have I blocked any buyers. Any idea what's going on?

This is due to an annual increase in system activity experienced during this period, which has caused processing delays.

A good time to block the buyer.
'limit on their purchase'...is the buyer really the owner of the credit card or debit card?

Check your business policies. The limit may be in your buyer requirements. I believe the default is ten items. If there's no restriction on your end, eBay may be limiting the number on the buyer's end.

I've recently had the same issue. My buyer blocks are much higher for multiple purchases yet the buyer said they got an ebay message saying they were limited to only 5 purchases in 10 days. Even putting them on my exempt list didn't change it.
Way to stifle business, ebay.

I did check this after I got their message, but it doesn’t look like I have any restrictions set.

That first option in your Buyer Requirements I would recommend selecting and changing to 2 in the past 12 months. That will block buyers that have 2 or more unpaid strikes in the past 12 months.
And likely you should check the second box too.

I would suggest checking the first box as @mam98031 suggested, but then I think the issue may lie in the unchecked "Update block settings for active listings". If you check that and leave the one for blocking multiple purchases, and apply those settings, it may override a previous time you didn't do that and the old settings may still be in place on some listings.
