I had an international customer buy an item, and pay for it, but then send me a note asking me to cancel because they entered their address wrong. Is that the best way to handle this? They still want the item and have promised to buy it again once I cancel. A quick response from someone would be appreciated.

Yes, cancel item using reason "buyer request". Customer must repurchase using correct address.

That option never appears - it just says "buyer asked to cancel". Also, the refund comes out of my money and I haven't printed the shipping label yet.

Cancel the sale per the buyer.
But drama can be drama...are you up for it?
Otherwise, block the buyer from future purchases.
As a seller and you can see I actually sell items and so far have a 100% feedback and not using a second eBay account I know a few things.

And the refund will come out of "available funds"...so you might get a negative of "available funds".
I usually make the buyer sweat a few days before a refund. LOL.
And I don't respond to the buyer in emails.
