So I sent an offer to a Watcher, they made a counter offer that was (in my opinion) far too low, and I had an other potential buyer that made a better offer. So, I declined the first Watcher's offer. This Watcher has sent me a message asking me to please accept their low offer. Should I respond at all? If so, then how should I go about it? [Sidenote: Looks like the second buyer isn't gunna take the offer that they proposed to me.]

You don't have to respond directly with them.
You can decline their offer and move on, they will then know that their low offer isn't good enough.
I would also block them, people who do this end up being more of a pain than their worth.
I don't need the sell from them, someone else will come along and buy my widget, but that's just me.

Just be nice and tell them with shipping and selling fees you just can't go that low, but thanks for asking.

Thank them for their consideration and tell them your offer is the final offer. If they still give you a hard time, I'd block them and save myself the headaches that could arise. Do not respond any more as well. Done.

At this point just plain decline it.
Stop communication with em.
Such will pester you to try and get you to give in: not worth the time.

You sent an offer, they declined. They countered, you declined. Sounds like a done deal to me. Whenever I get these I tell them thanks but no. If they pester me, I block them. My thoughts are if a "buyer" keeps begging for a low price, odds are they will be a huge pain once they buy the item. Your chance of a return or a not as described claim are directly proportional to the number of pre-purchase inane questions. Not worth the headaches.
Or you could turn the tables and start begging them to please take your initial offer...... 🙂

This is how I've handled similar.
Offer received.
If ridiculously lowball, I decline without a counter. If 1/2 reasonable, I counter.
They counter.
If same or still lowball, I decline and block. (I know I'll be criticized for being too liberal with my blocks, but I've had too many come back, buy at full price then try to extort a partial.)
or
If in the ballpark but still a bit low, I counter with a comment that "this is the best I'm able to do."
I don't play the back-and-forth any further.

Click "reply" and tell him you will not accept his offer.
