Buyer asked to ship to another location. Is there any way of refunding buyer and canceling order?

Hi, I recently sold a $138 motherboard and the buyer has paid already with paypal but in the listing I explictically said that buyers must be U.S. buyers with a confirmed paypal and shipping address to weed out the international buyers using forwarding services since I have just been recently burned by one of them.  In this case, the buyer doesn't have a confirmed paypal/shipping address and on top of that, he emailed me about the item this morning asking to ship it to another address. I will include screenshot of that message in this thread. My question is, that is there any way for me to cancel this transaction and just refund him the money? I don't feel confortable with doing this transaction since this alone sounds sketchy as hell.

Also, It looks like the address he sent me on his other account is a forwarding service, which I clearly stated in the listing that I will not ship to or sell to people that use it as their address.

You can use the selection of Something wrong with the buyers address. I believe that doesn't cause any issue for you.

Yes, just cancel and say problem with buyer's address. I've noticed a couple of other people say the same thing lately, with the same excuse about the buyer's dad being sick. Scammer

Re: Buyer asked to ship to another location. Is there any way of refunding buyer and canceling order

OP, you are selling high dollar/high scam items on an id that only has 28 feedback that does not have a solid grasp about how ebay works.  This is not a good idea.  Scammers target sellers like you because they rarely know the way to do things and the sellers mistake is the buyers freebie.

You can cancel using problem with buyers address and it should auto refund.  That is one of the few reasons you can cancel - if the buyer actually messaged you and asked to be shipped to a different address.  If you cancel because you think you are sending the item to a forwarder, you willl be in deep, trouble fast.

The email is an obvious scam, but as they've put that address change request in writing in a message to you about that transaction, you can now cancel the transaction as a Problem with Buyer's Address. Be sure to put them on your Blocked Bidder List, too:

http://offer.ebay.com/ws/eBayISAPI.dll?BidderBlockLogin

P.S. There have been a lot of recent sightings of scammers sending third-party emails with similar messages, when they in fact are not the winning bidder, and have no connection to the winning bidder. Verify that the email ID does match the ID of your winning bidder before cancelling it. If the email came from a different ID instead, just ignore it.

P.P.S. The fact that they're using a reshipper does not mean it's a scam; it's what they're asking you to do that's the scam.

Re: Buyer asked to ship to another location. Is there any way of refunding buyer and canceling order

I'd cancel with the address thing, but that is only because they asked you to change it.

If a buyer provides a US address with payment, you ship.  It's not relevant if it's a freight forwarder or not, and it's not a valid reason to cancel.  Buyers are NOT required to have a confirmed PayPal shipping address.  They haven't been for years.

A 'confirmed' address just means it's the same as the billing address for the credit card.   I can think of many circumstances where it won't be confirmed and it has nothing to do with a freight forwarder.

The only blocks you can set have to do with Primary Shipping Address and Shipping Locations.

same here, this guy said the exact same thing. I called eBay CS and recorded the phone call, and a guy named Gil said to just cancel the order and refund the guy the money to which I did, and he helped me block the buyer out for good. I think I'm just going to stick to Craigslist for selling this mainboard since eBay has now turned into a minefield for sellers.

Re: Buyer asked to ship to another location. Is there any way of refunding buyer and canceling order

Hi. There is a way to select domestic buyers only. If you do not wish to ship internationally, it is not enough to simply say so in the listing. You must also set up your Buyer Requirements and Shipping Preferences to block foreign activity. There are also PayPal settings that will prevent non-US PayPal accounts from bidding/buying your items. Below are the links and info to set up your account to reflect those choices:

http://pages.ebay.com/help/sell/buyer-requirements.html

You can block buyers from bidding on or purchasing your items by specifying buyer requirements. You can block buyers who:

  • Don't have a PayPal account

  • Have unpaid items recorded on their account

  • Have a primary shipping address in countries you don't want to ship to

  • Have violated eBay policies

  • Have a Feedback score lower than the number you specify

  • Are currently winning or have bought 1-100 of your items in the last 10 days (you can specify the number)                                                                                                                                                                          You can also block buyers based on their user ID by creating a blocked list.

https://pages.ebay.com/help/pay/shipping-costs.html

You can exclude certain states, territories, regions, or countries from the places you're willing to ship to.

To exclude certain shipping locations:
  1. Go to My eBay > Account > Site Preferences or Seller Hub > Shortcuts > Site preferences. You may need to sign in.

  2. Click the Show link to see the Shipping Preferences section.

  3. Click the Edit link next to Exclude shipping locations from your listings.

  4. Select the states, territories, countries, or regions you don't want to ship to. You can exclude entire continents or select Show all countries, and then select the specific countries you want to exclude.

  5. Select the Override my shipping exclusions for Global Shipping Program eligible items checkbox if you'd like to allow your eligible items to be shipped to all Global Shipping Program countries.

  6. Click the Apply button to save your selections.

https://developer.paypal.com/docs/classic/admin/setup-account/#block-certain-kinds-of-payments

There are two blocks that will stop international customers from buying your item in PayPal that you might be interested in. They are "Block payments in currencies you do not hold" and "Block payments from payers with non-US PayPal accounts." (In addition, you can choose to block payments from payers without a confirmed address, but that will apply to your US customers as well.) Always use blocks carefully because they work, but while reducing your exposure to buyers who you wish to avoid, they will also reduce the number of potential buyers you have for your items.

Re: Buyer asked to ship to another location. Is there any way of refunding buyer and canceling order

I just sold an iPhone recently,I got that exact identical message from an eBay user different than the id that bought my item,it was the same exact message similar address and same state. It is a scammer who is trolling the sold listings and trying to trick sellers into shipping it to them,it doesn't have anything to do with the buyer who bought your item.
