So trying to keep it short...
A particular buyer has sent me spammy messages in broken English, trying to get me to ship items for less (without tracking of course), offering me 25% of my asking price, etc.
He has multiple IDs and I block them whenever I can. 10 known so far. I reported to eBay as many as I could. Still, he won 3 auction items from me, and now wants to cancel because I don't combine shipping. It's pretty hard to combine shipping when one wins 3 items with 3 different IDs. I sell a card game with only a few other sellers, and most of us know each other. I've heard from two sellers about him already, and we share all his known aliases for our block lists.
Anyways, I don't know what to do about this. Some of his aliases have 5-10 feedback, and I don't want to block everyone with that feedback score (to bidding on only 1 item). He uses the same address for all of them, but how can eBay really keep him off? He seems to be trolling, but I don't know. Something in this card game got under his skin and he lost his marbles, apparently.

I wouldn't cancel. I would let him get the 3 non payment cases.

Do NOT combine.
Go for the Unpaid Item Defect. Not only do those allow sellers to use their automatic Block against deadbeats with Strikes, but with any luck eBay will start closing him down.
Also cancellations allow him to leave feedback and UIDs do not.

It's pretty hard to combine shipping when one wins 3 items with 3 different IDs.
It's pretty easy for me, doesn't happen often but it does happen. I have one that is shipping tomorrow.
I won't be able to add tracking to all the parts of course but that doesn't matter to me or the buyer so who cares.

You would not be able to upload the tracking on two of the order because the eBay system will only allow you to use the tracking number on one buyers user name.
Since they asked to cancel I would not hesitate one more minute. Then Block the buyer so you do not have to go through this again.
I realize you might be viewing this as lost sales but the truth is it was only an opportunity for sales and since the buyer is making demands not set out in the listings it is only a lost opportunity and nothing more than that.
Sellers should not be counting the money before everything is finalized.

If someone wants to combine with other users, I would play "But I only see one order under this ID..."
I kind of like this one.
Has the buyer paid? or is this a 'pre-payment' attempt at negotiation?

This guy is SUPER shady, so tracking matters to me. 98% chance if I combine there will some INR shenanigans.

Since I rarely use tracking, if I knew the buyer, I'd have no problem either. Some of my buyers have multiple IDs, for much the same reasons I do.
But in this particular case, with a buyer who has been Blocked multiple times and continues to make new IDs and bid, I'd be very very leery.
Actually, sometimes these guys can have multiple eBay IDs but only one PP ID, since those are a little more difficult to obtain.
Can we Block PP IDs?

It is lost sales. He outbid other bidders. And second chance offers rarely work for me.
UPI sounds the best. Canceling the order only makes it easier for him to keep doing this.
He hasn't paid yet, by the way.

He asked to combine them all into a buy it now. Maybe it's my fault for not explaining clearly. With this guy's multiple ID's, he's sent me crazy lowballs, and retracted over a dozen bids in the last 10 days.
I'm considering combining everything and then canceling the others AFTER he pays. He was interested in as much. But this dude is not just some buyer who accidentally bid from multiple accounts. He's been requesting cancellations from multiple sellers of the card game over multiple weeks. He's not a rational actor. There's something off here.

It is not lost sales. They never completed yet? Yes you temporarily lost the opportunity to sell to another bidder and you still have second chance available but that also is not a completed transaction as well. You should not be counting this as a sale until it is finalized.
UPI is the a good path as well because once a buyer gets two UPI disputes against them they will not be able to buy from a large segment of sellers who have blocks in place for buyers with UPI disputes against them.
The problem with the UPI path is the buyer might go ahead and pay then you will have to deal with any pay backs from the buyer should they try something.
Since the buyer asked to cancel I would cancel and be done with it, and you have already reported the buyers users names so eBay now has this data for future attempts.

You would need a message from him on EACH ID with his cancellation request.
He could be trying to usurp another buyer's win.
It doesn't sound like it in this case based on your previous experience with him, but we've seen posts about non winners messaging the seller, pretending to be the winner, and asking for a change of address because of some family emergency. It has caught many-a-new sellers.
