Another member's post on selling a pickup only item to someone who wants it shipped had me wondering if one could do this -
Offer a Buy listing for "shipping on pickup only item" wherein one would pay separately for the item itself via that listing, then buy the shipping listing at $1.00 plus whatever the shipping cost is.
The idea is by separating the shipping, if a buyer wanted a return, only the shipping purchase is eligible for a return, and you can just refund those costs alone. So if you sell a $500 item for pickup and then sell them $50 in shipping separately, the most eBay gives them back is $51.
It also allows you the ability to customize or verify shipping before charging - I see a lot of items now where if I approve the offer eBay charges the buyer immediately, leaving me no way to change or alter shipping other than refunding overcharges.
My guess is that must violate eBay policy somehow, though. It doesn't circumvent fees, if anything you pay a little more because of the second transaction fee. It probably circumvents buyer protection though.

I'm not sure I understand. "shipping on pickup only item" makes no sense to me. Either it is an item that is shipped or it is an item for Pick up only.

If you have a Pick-Up Only listings which is bought, after the purchase if the buyer asks you to ship instead (and you are agreeable) you can create a listing that just covers the shipping portion, when the buyer purchases that (shipping only) listing you can ship it out.
This is entirely eBay legal, eBay gets their fees just as they would if shipping was charged on the original listing.
As far as cheating the buyer out of a possible refund should they want to return the item that WILL NOT work, there is nothing to prevent the buyer from opening a return request or Not As Described request for BOTH listings or simply open a chargeback via their payment source.
The way you have described the scenario it's clear your strategy is to cheat the buyer, it won't fly.

How do you figure that?
If they want to return the item, more then likely they'll open a case for the shipping also.

Isn't it possible for a seller to offer both options, pickup and shipping? Thought I read that somewhere. It's been a million years since I sold on eBay, so don't keep up with all the selling rules.

Yes of course it's possible, all of my listings offer Local Pickup AND Shipping.
The OP seems to be trying to come up with a system where they would not have to refund original shipping on a return.
