So I am a seller....and I have a buyer who wants to pay me through PayPal & also an Ebay gift card. He wants me to buy the gift card just so I can take a picture of the card to send to PayPal for me to use with his payment on it. I got an email from PayPal saying they needed a picture of the card to activate his payment to me. Hopefully you understand. Is this legitimate?

It is a scam. Likely you were sent an "ebay message" with text me....yada yada.
They have no intention of PAYING you. The result of communicating with this crook will most often be the phony PayPal email saying you were paid in hopes you send the parcel.

@braeng_71 Only do the sale and communications through eBay. No giftcards, as that is a scam. Block them and call eBay customer support. Ask for "trust and safety". Let them know what is going on.

Open an unpaid item case in eBay and stop all communication with this person. This is a scam and the buyer is not going to pay. They already sent you a fake payment e-mail which you should forward to spoof@paypal.com and spoof@ebay.com
Never take communications off eBay when there is no need to do so. You may still get stuck with a final value fee on this one if eBay socks you with the off-eBay transaction fee.
