Not unless you wrote the programs, own the rights to the programs or have written legal permission from the companies that own the rights.

Do you own the software or are you only leasing it. If you own it you can legally sell it. Leased software may, may not allow it to be loaded on a different computer without a transfer code from the company. That may require you to uninstall the program(s) from your computer. The company may want to confirm you have done that before allowing a transfer.
As an example, I have a CAD/CAM software program that cost well over $6500.
I don't actually own it, I'm leasing it. It has a Sim (aka Hasp or Dongle) that the program looks for and confirms on start up that I am a registered user. I also have to pay yearly fee for updates and support.
Therefore I can't sell it. I don't know if my agreement allows a lease transfer of some kind.
