Free shipping is not offered under the domestic shipping area of the bulk edit tool. Does anyone know where that check box is hidden?

Under domestic shipping @kds99 choose flat shipping (not calculated), then select the shipping service, then check the free shipping box.

You should be using business policies, then it would be easy to edit.
