I use the Global Shipping Program (GSP). I received a message from a buyer in New Zealand asking if I shipped to there and what the shipping cost would be. I replyed back that I only ship to buyers that use the Ebay GSP. The person bought anyway and requested a price on shipping before paying. I canceled the order. I searched through the forums and I found where I could set my buyer requirements to block users in countries that I do not ship to. Will this mess up buyers seeing my listings that are part of the GSP?

If you block users in countries that you don't ship to, then customers in GSP-eligible countries will still be able to see y our listngs as long as they are eligible to ship to the buyer's country.
For the Koss item you sold yesterday, it had GSP shipping, but New Zealand was not on the eligible country list. If you had the block in place, then then they would not have been able to buy it.

Since the buyer purchased the item anyway, shipping/GSP fees were included, so there was no need for the buyer to request shipping prior to paying. eBay sent the invoice and if the buyer does not pay, file the NPB allow it to close and the buyer gets a strike. Not sure what would happen since you canceled the sale (rusty eBay Seller here), but you may receive a defect. I'm sure that someone will correct me if I am wrong on the defect, but that is how I would have handled it.
I know that international buyers do not like GSP due to the high fees for shipping, but it is not the buyer's choice. They can ask (as the buyer did) and if the seller responds as you did, buyers should either find another seller or purchase and pay. Sorry, forgot this, not sure if you can block buyers who wish to not to use GSP.

When we stopped using the Glbal shipping program our international sales doubled. They dont like it because its so expensive. Best regards

There isn't really much to know, you are not using a foreign country's shipping system you are using USPS. The only two viable options are First Class Package for under 4 lbs or Priority if it's over 4 lbs.
First Class offers tracking to some countries and Priority offers tracking to almost all countries.
So only two choices, First Class or Priority depending on the weight and how desirable tracking is to you.

So I went and looked at some of my other listings. I have 2 more sets of Koss Headphones and none of them list New Zealand. It seems I can send toys there, media, a hair dryer, but not headphones. Its also interesting that I can ship a meat cleaver to him but not headphones. LOL

I might look into shipping internationally more. Honestly the guy emailed me and I told him I just use the GSP and he bought anyway and then requested a shipping quote. He didnt provide me with an address and I looked around on the ebay site and could not find where I could see his address since he hadnt paid yet so considering this was a $20 item I decided just to cancel it. I have had people in the past from other countries ask me to open my listing to their country and they dont buy after seeing the shipping cost.
