You can set buyer requirements to exclude buyers who:
Have a delivery address in countries you don’t want to ship to

You can Opt out of the Global Shipping Program (GSP).

When you create a listing, you can exclude areas you don't want to ship to.
You can block payments from buyers with non-us paypal accounts in your paypal account and you can block payments in currencies you don't hold.
You can't stop buyers from using a reshipper address in the states.
