If Ebay block/cancels an item for whatever reason, can I update/correct blocked item?

Somewhat depends on the reason. If you just used a banned term, and that's not part of the item name, you might be okay. Usually if eBay removes something or blocks it, it's not wise to try and get around that restriction, though, because the consequences can be fatal to your account.

Had a nice 1950's cap gun that did not show orange plug
Can I take a picture w/plug to add to "ended/deleted" listing and keep other pictures w/out plug or just start over?

If you just had a photo not showing the cap, but it has one, yeah, I'd just try redoing the photos so they all have it visible, and maybe try again. I dunno, it's risky because from what sellers have observed in the past, once you're on the "radar" so to speak, you're more likely to get it pulled again. That would have to have been a manual review rather than a bot, probably, so that may be less problematic, though.

Usually if ebay has taken down a listing, it's gone forever.
You'll have to start from scratch.
As long as you've made the proper changes and the violation no longer exists, I see no problem why you can't relist.
Be careful. Too many violations/take downs could get you in trouble and your selling account could be at risk.

This is not recommended. EBay does not like to have to take a listing down a second time. You stand the chance of being expelled with permanent demerits on your account.

If eBay removes an item due to not meeting eBay policies, it is highly recommended that you DO NOT relist or you will find yourself without a selling account, as eBay will shut you down.

If eBay ended the listing but did not completely delete it then there should be no issue. When eBay ends a listing for something like using a wrong word or in this case failing to have the correct picture then fixing that problem should be just fine. When eBay ends a listings because the ITEM is questionable then it's a different situation.
