Did you mean:

Blocked Bidders List has a bunch of number with deleted. What does all of this mean?

The blocked bidders list has a string of numbers at the top then there are some that have a number with @deleted.

Can I erase those, or should I leave them there?

Can those accounts be opened again, with the same user name?  Is that what the numbers mean?

I am not sure - I saw the same thing on my blocked buyers too - thought they had opened IDs with Deleted at the end - I kept them - but not sure if they should go.

Ebay has erased those accounts and you can delete them

You can erase them. The number string preceding the "@deleted" portion is the user's internal eBay ID number. (Just for yucks, you can still look up their feedback page that way. Bring up your own feedback page first, then in your browser line, replace your user ID name with that "deleted" ID, and it will work to bring up the deleted user's old feedback page. His old ID will not be showing, however.)

I doubt that the ID number will ever be reused, even if that buyer sets up a new account.

The numbers just indicate a closed or purged account.  You can delete them to free up space on your BBL.

They can't be re-opened.
