I have heard nothing to indicate ebay has any big plans for Black Friday - Cyber Monday marketing, although I imagine they'll do something, at least for the Verticals.
What are your ebay plans?
Will you be running a sale? Sending out coupons? Doing Social Media promotions?
I'm probably going to run a sale, and might send out some coupons on top of that.

Yeah, I just looked at ebay's home page and compared it to the Home Page of another ecommerce site...the other site did a pretty good job of reminding me that Christmas is coming, its sellers are offering discounts, etc....and ebay is mostly reminding me about its Verticals: trading cards to the Vault and Winter Tires (at least they got the Season right).
But that seems to be what we can expect from ebay this Holiday Season----

In the 10+ years I been doing this I have NEVER Sold a thing on Cyber Mondays. Ebay places the little sellers to the bottom and gives the Mega sellers first place.

Been here about twice that and you are correct, never sold much on Cyber Monday.
Black Friday deals have been going on ALL month.
I have a Holiday Sale now in full swing. So far, it is inching along.
Amazon, by comparison is lit.
Not complaining, but would be great if "both" were.

I'm doubtful consumers will go for the Holiday sales gimmicks this year. I haven't seen Holiday shopping pick up at all this year, and I'm doubtful it will at this point.
B&M is dead too. The mall across the street from my home has been dead quiet all month, except for the weekends. Walmart was practically empty the other day, no one there. My sales are practically dead too.
I'm already running a bunch of sales promos, 20% off everything, buy 2 get 1 free, its made very little difference. I got 4 sales yesterday, zero today so far.

My experience is Black Friday is extremely slow. People are out in the store seeing what kind of deals they can get. After that sales start picking up as these shoppers either didn't find what they were looking for or are trying to get it for less money. While Cyber Monday itself has never meant a big day in sales for me, it does start to lead into days with better sales.
With that said, my best sales all year are usually the couple of weeks following Christmas and January. Whether people are out there spending their Christmas money or buying stuff they wanted for Christmas but didn't get, my history is pretty steady on this.

My Black Friday plans are simple - go into work and get the holiday sales shipped, enjoy lunch, respond to the non-critical inquiries and complaints, then go home early. I can't leave before lunch because paychecks don't come round until after lunch (we get paid weekly, which is nice).
Cyber Monday will be almost the same - spend the morning getting the weekend sales shipped, enjoy lunch, and then responding to the non-critical contacts and posting some new inventory and reposting some of the older stuff.
Our company has moved inventory to where it sells - most on Amazon, but we still do have (barely) acceptable sales on eBay. The other venues are too new for us to know if our results are great, good, so-so, or just a waste of time. 🙂

The differences between different eBay sites are interesting too.
UK is full on with "better than new Black Friday deals" featuring refurb and pre-loved.
Australia is also getting a jump on Black Friday to promote their eBay Plus program.
While here in the US they are promoting the usual Daily Deals and Verticals on the homepage, but like @my-cottage-books-and-antiques pointed out, nothing really drawing attention to Black Friday or holiday shopping specifically yet.

Which is really ironic considering neither the UK nor Australia actually HAVE a "Black Friday" (or a Thanksgiving Day for that matter).

So ebay decides which sellers get sales and which do not?

You are assuming that all the buyers are only looking for those items. That is a pretty big leap.
