I plainly state postage is for lower 48 states and do not ship overseas and I get a bid from Turkey ! Now what do I do? End the auction ? Cancel his bid ? I messaged him that I do not ship overseas and it's plainly stated "postage is for lower 48 states" Suggestions welcome

You are shipping via Priority Mail, so there's no reason to exclude our newest states.
The bidder might have a US address even though he is registered in Turkey. If he tries to pay using a non-US address, he just won't be able to pay for the item.

Do you have non-US buyers blocked? If not, change your settings.
I do sell through GSP, but that's it.

By the way, eBay doesn’t offer that choice so it’s unenforceable in regard to US buyers.
If you’re cancelling sales, that could hurt your account. Badly.

Alaska, and Hawaii along with protectorates can be easily excluded with a couple of clicks of the mouse.
Problem is, the OP has not made those mouse clicks to make it official.

I will NEVER understand why people sell on an international platform, and then try so hard to bar customers.
I miss my international customers, with postage so high these days.
And….. just dropped a package in the mail for Puerto Rico about an hour ago.

You can exclude Alaska, Hawaii, PO Boxes, US Territories, etc etc.....
If you use calculated shipping it works well to not. If you use Free Shipping or Flat rates, not so much to not limit where that item, especially if heavier, goes (minus PO boxes which is a different deal).

I'm curious as to if that axe head is considered an edged weapon that may be against eBay policy to ship internationally, at least to some places.
Is the bidder using a freight forwarder based in the USA?

It's not about blocking customers, it's about preventing scammers on a site that does nothing to protect you from them.
OP can cancel the bid if he wants and block the bidder from bidding again.

It is not enough to simply state in your listing what areas you do not ship to. You must also set your Shipping Preferences to reflect where you do and don’t ship. Otherwise, if an international buyer purchases, you are in an untenable situation with the choice of either shipping or cancelling. Seller-initiated cancellations can be sanctioned with account defects that can undermine your standing on eBay. Below are links with more info.

Sellers who use Fedex and UPS will block them because (from my understanding, I could be wrong) the rates are much higher than those in the CONUS.

You didn’t exclude any locations in your shipping preferences. Therefore you are stuck with a sale.

As others have mentioned, you don't have US Protectorates or Alaska and Hawaii blocked although there may not be a reason to block them anyway. I'm not sure if you are aware that some of your listings do have international shipping with the GSP but this particular listing does not and even if it did, the GSP doesn't ship to Turkey.
The buyer may have an address in the US that they want the item shipped to and if it is the case, you would be charged by ebay an international fee of 1.65% since the buyer is registered in another country. If you are uncomfortable with the transaction, you can remove the buyer's bid and put them in your blocked bidders list.

I used to sell internationally , But postage has become so high most buyers back out,And even if the ebay overseas handling is offered when bidders find out they have backed out. I am not a new user. So why bother.

That's not true, the seller has not specified a shipping cost to Turkey and they are not required to ship there . It is best to block if the seller doesn't want to ship to a country but the shipping section is clear that the seller 'may not ship to Turkey'.
