Generally - yes this is a popular scam tactic.
For auctions buyers sometimes think If I make a best offer right now I will win the auction and be able to get the item quicker.

Ignore them, block them, scam. They'll want your paypal email next or some other bogus arrangements if you want to keep communicating with them.
If they wanted it they would have already bought it, legitimately, at a better price.

Did they make an offer from your listing page, or just send you a message containing the offer?
Generally, this is how it plays out:
1) they make an offer over the asking price
2) they ask you to provide your PayPal email so they can pay you
3) they send an email appearing to come from paypal saying you must ship and provide a tracking number to "release" the payment
4) you ship the item, and they get it for free

Think about it for a minute...WHY would a legitimate buyer want to pay $80 for something when they could buy it now for $50?
