Best Offer Issue

Every idea I sell has the Best Offer option.  When I go to my send offer page and try to send an offer to an interest buyer, I get a popup that says you are not allowed to send an offer on this item. Why the discrepancy?

What am I overlooking?

Some customers have "opted out" and do want to receive offers.  And because you have "best offer" option on all your listings...if customer is interested they can send you an offer.

You can have many watchers on your items but EBAY decides "select few" that you are allowed to send offers to.
