Below Standered fee

I become above standered in US on 20th January 2021, after passing 4 months below standered time period. But ebay is charging 5% below standered fee yet. How can I correct this?

If I am reading this page correctly:

If you currently receive invoices at the end of the month, your January 20 evaluation takes effect on February 1. 

If you currently receive an invoice on the 15th of the month, your January 20 evaluation takes effect on February 16. 

This policy began in July 2020.

Since you legally can't take payment via PayPal in your country, you might want to just be quiet about it

They can receive PayPal payments with a USA or UK PayPal account. Can be done easily thru a friend or relative.
