I have finally run out of listings where I can post for free. I have many items which have Relisted since I ran out of free insertions that I was not charged for but I was charged for some of these Relists which is very confusing. How do I know when I will be charged or not.

Can't help you on the fee/no fee relists thing. Maybe if you provided listings numbers for one you were charged and one where you were not charged.
I can tell you that if you go over your free listing limit by about 75 listings or more you will save a lot of money by subscribing to a Basic Store.

The free listing of auctions (up to eight times) is only available to new and infrequent sellers.
However I suspect the "up to eight times" could be what's causing some confusion.

The issue is these are all buy it now items. I would think I would get charged a fee to relist them all but I am not. Another item was just Relisted that did not charge me while 3 items that for Relisted 4 hours ago did charge me. That’s where I am confused.

225629549332- this is an item number for an item that Relisted for free after I was charged for others.
226204392915- this is an item I was charged to relist.

I have also now had 2 listings that both were posted on the same day 2 years ago. 1 charged me. 1 did not.

All the Buy it Now listings should be charged when renewing if you don't have any free zero insertion fee listings left.
I guess it's lucky that you didn't get charged for some of them but I wouldn't count on that continuing to happen every month. Maybe some were listed during a promotional offer with free relists?
I would probably consider subscribing to a store if planning to have a lot more than 250 listings every month.
