Backup withholding and delay in updating W9

I have been trying to get my tax identification number and W9 corrected for 2 months now. At first I didn't know that my TIN was incorrect until I received a First B-Notice in the mail. I immediately filled out the paper W9 and returned it in the included mailing envelope. There has been no notices or follow up on what happened to that letter.

 

After that I got a customer service agent that unlocked the TIN field to let me update it in my account details. I corrected the number and tried to fill out the online verification W9 via the banner link at the top of my selling hub. It didn't work and the linked site says "You’ve used your maximum amount of attempts to enter your taxpayer ID number. You'll have to wait until tomorrow before you can provide your Form W-9" every time I click on the link. It has been the same message since April 2nd.

 

The next customer service agent I spoke to gave me an email address and instructions on how to send in an updated W9, stating that it would take 7-14 business days for it to get updated. I send the email April 7th, 27 business days ago. I called customer service again at 15 business days and they told me they were backed up and it can take up to 30 business days to get updated.

 

I saw today that they did indeed take out backup withholding of 24% from my balance. My payouts have been on hold this entire time. At first the hold in payouts was annoying, but as this drags on I will start missing payments on bills. 

 

Is there anything I can do fix this issue? I have had no updates on this issue since my last phone call with customer support but even then they are not able to help and just tell me to wait.
