Customer won an auction and then I get a message from mattel telling me the item might not ship till July I spoke with the customer and he is fully aware of the problem but how does ebay look at this since it's time to ship but won't get shipped till july

This is the reason I NEVER list and sell anything that I don't have in my hot little hands.
If this happens to you enough times, eBay may take away your selling privilege's.
They expect you to ship what you sold in the specified handling time.

eBay says pre-sale items have to be delivered by 30 days. If you can't deliver it within 30 days of their payment then you need to cancel the transaction and refund.

You need to cancel the order as "out of stock" which will result in an account defect, then relist the item after you receive the physical product in hand and inspect it.
eBay allows a max 30 day handling time for pre-sale items. Your listing shows that if purchased today, I'd receive that Hot Wheels within a week so you didn't select the 30 day option - not that it would make a difference if you're not expecting shipment until July.

Not very well. Selling items you don't have is a very risky thing to do.

You have to ship it within your handling time.
You need to cancel the order as out of stock and relist it once you receive it.

You are only asking for trouble. Like other people have pointed out, if you don't have an item, don't post it for sale.

Such are the perils of drop shipping. Regardless of Mattel's issues eBay sees you as the responsible party with regards to shipping the item you sold. I am sure eBay provided the buyer with an expected delivery date and you have metrics you have to meet according to your listing with regards to handling time. If you cannot meet any of those buyer is going to be refunded and you are going to received a defect, as others mentioned, for the item being out of stock.
Too many of these and eBay will suspend your account permanently.

Buyer will ask for a refund...whether they agree to this or not after so many weeks.
Do not sell something you do not have...and if no tracking that is even more scary.
That time frame your picture ad item will be gone plus being able to do anything.

You can discuss it with the buyer and ask them if they would consent to cancel - they may be fine with that since they're fully aware of what happened. When the item comes in, you can notify the buyer - maybe offer a discount for their patience (I'd wait until it's in hand) and the right of first refusal. I'm not going to finger shake at you - anyone who sells pre-sale understands the risks.
If buyer won't consent to cancel, it'll have to be OOS.

That is the danger of launching a pre-order listing. The supplier can delay the release without prior notification. Then, you have to apologize to the buyer for the delay. The delay appears to be way too long. I would cancel the order & state that you're out of stock. Hopefully, you don't have too many out of stock cases. Ebay dislikes out of stock scenarios.

Did you list as a pre order? correctly..
or are you just listing then purchasing when you get an order ?(illegal drop shipping)

Activity that doesn’t follow eBay policy could result in a range of actions including but not limited to: administratively ending or canceling listings, hiding or demoting all listings from search results, lowering seller rating, buying or selling restrictions, loss of buyer or seller protections, and account suspension.
Either way, this is a very risky way to start a business, and you may do well to revisit your business model.
