Geez, this has been like giving birth to get this deal done.

If I send an offer, IPR is automatically gone, correct?  Because buyer has some lame excuse reason for not being able to pay for two more days.  

But the listing will show as sold, correct?   He's worried about someone else buying the widget in those 2 days.

You would hurt yourself if you just cancel, unless the buyer requested that. You would need to open an Unpaid Item Dispute, buyer would get a strike and you would get your fees back.
