Automatic returns

I am in automatic returns as below

Every time a buyer opens a return request, eBay will automatically approve it and provide the buyer with a return label on the seller's expense, including the seller's return address.

So why did I just get a return request that In the return eBay tells me to send a label?

Whole nother story but the return reason was parts missing, when I asked what parts are missing she said my husband thought that the " 200 amp meter socket cover only" was a complete meter socket 

Please send a return label.
