Just had a winning bidder ask to cancel. This is no issue, cancelled immediately. Question, does it automatically go to the closest bidder, or is there something I should do?
Not used to auctions yet.

No, the underbidder does not automatically become the auction winner if you cancel the original transaction. A policy that did that would put underbidders in an unreasonable commitment situation.
eBay does have a formal process for sending a "Second chance offer" to any underbidder. Members can opt out of receiving these, but the seller will see the option to send offer to any underbidder who hasn't opted out.

When you send a SCO, eBay creates a new listing which is identical to the original auction, except it's a fixed price listing with the price set at the underbidder's highest proxy bid. The seller cannot change anything in the listing. Since a new listing is created for each offer sent, you should not send out more than one SCO if you have only one item.

Ebay relisted as an auction before second chance went out. It is now listed twice, with an offer on original listing. Do I end the auction listing?

I would definitely end the auction before someone bids to give your second chance buyer time to buy if they wish. I believe when you cancel a sale there is a box that states it will be automatically relisted for you, so you need to uncheck the box if you are sending out a second change offer.
