Did ebay purposely omit the “ask seller a question” from the bottom of the clothing ads?
Too many sellers don’t give any info about the size of their item, and now we can’t inquire?
Thanks for your answer. Appreciated. Frustrating!!

Ask a seller questions is now to the right hand side of the page under seller information.

Look in the upper-right corner of the listing. If it has a "Seller information" section, that section will include a link for "Contact seller."
Some gadgets and browsers don't show that seller information box. Click on the seller's feedback number. This takes you to their feedback page which has a "Contact member" link at the top of the list of links on the right side of the page.

It seems that a setting in your account gives everyone to stop receiving QUESTIONS.
And all of a sudden many sellers have gone dig down into Account- site Preferences-Manage communications with buyers-Manage your questions and answers (Q&A) Page. and edit this option. Handy for all those doggie seller. Why would sellers after years of having this option on should now turn it of. Some say that EBAY are rewarding seller to turn it off.
Will you be buying from those sellers? Not me

But it you do it this way, you will need to include the item # or the listing title, because otherwise the seller has no lue what you are asking about.
And, of course, if you include the item #, you may get a nastygram regarding taking sales off-site.
