If a label is generated in the ebay return label system then it is USPS label. It will even appear as a first class label to the post office in fact it is a generic return label. We have had to tell buyers to drop packages in the lobby box and not at the counter if possible because they have had problems with the post office trying to say they were not paying the correct postage.
The seller is billed for the postage on their invoice.
