I found 9 listings same picture from 5 different sellers
I stopped there. Unable to reach ebay by ANY MEANS TO REPORT

What do you want to report?
Each and every listing on eBay has a "report this item" that can be clicked on.
Scroll down. Look on right side.

I see 14 listings with the same two photos - many are name variations from California, with some from China. Probably the same outfit selling under different accounts. Not sure what there is to be done about it or what's wrong with it - buyers have the MBG if they don't get what they ordered, and this kind of thing has been going on here for years.

No need to report, nothing will happen.
You will be advised there is no violation.
If someone buys these items and files for return as not as described under the Ebay Moneyback Guarantee it will be considered for violations or discipline.
Ebay does not waste time on reports by self appointed vigilantes. Too many listings to quibble about those that have done no harm to buyers.

Drop shipping.
There could be a different (re)seller for every listing all using the same supplier, pictures, description, packaging, shipper.
The seller is still responsible for the pictures, description, packaging, and shipping.
Most of the listing I saw do appear to be the same seller, in China, with different accounts. Which is legal.
The one that is fishy claims to be in the USA, but otherwise appears to be the same seller.
All the accounts have 98% or higher FB ratings, although they have a lot of negs and neutrals. They have mostly satisfied customers.
