Anyone having problems with best offer not working?

I recently put up an item with a best offer feature. The potential buyer claimed he could not make an offer below my full price. This is the first time I've had this problem. It was also a send offer to potential buyers. I received many messages from him saying he could not do an offer and wanted to pay full price and have me send him a partial refund. I decided to pull the listing for awhile and put it up later.

Is it possible this was an offer you sent to watchers that had the "allow counter-offers" option turned off?

Some buyers get confused easily.

Have you considered that buyer maybe pulling your leg? Or that buyer reached their offer limit.
