Anyone has had their payout on hold under "periodic performance review"?

I started off eBay selling some GPU's, and computer components. At the beginning everything was fine, I was able to do some payouts. Then my account was on hold, I contacted eBay they send me a link that I needed to verify who I was, by sending them a copy of my passport and utility bill, which I did and the holds where remove. I kept on selling the rest of my GPU's, and out of about 9 items I sold, I only had one complaint, and I was able to resolve it with the customer with a full refund and did not escalate. Now it's been three days, I have rent due today, and eBay has about $1,600 on hold, of which all items have been shipped, and at least $600 is available for withdrawal, since the guy received the GPU a week ago and it is confirmed. I missed PayPal honestly. My question is, if anyone else had a similar issue and how long did it took to resolve?
It's absurd that after verifying my information, my bank account, sending them copies of my passport, utility bill, and almost perfect feedback they still do this. Oh and by the way, Customer Service is NO HELP WHATSOEVER!

In managed Payments it can take a couple of days for payment to process then a couple of business days to reach your bank account
Never had a "periodic review" so cannot answer that one

You should contact EBAY on their FACEBOOK PAGE (maybe USA agents help you out).

I fell below one of the 'Performance' metrics once, but I was given a month 'Grace Period' to resolve it. Not you, huh?

The item that sold for more then $1000, they'll probably hold those funds for 21 days.

you would think with technology the payments would be faster..... paypal was instant....

The payments can only go as fast as technology allows it to.
Pay Pal loaned us the money before they received the funds.

....and by using the same pictures for another of the same pre-owned graphics card that sold for $600+ the day B4 at auction.
