Anyone else having problems getting Top Rated applied to their account? Customer Service useless

My shop has qualified for "Top Rated" for close to 3 months.  Every month I go into my dashboard it says "If we evaluated you today Your seller level would be Top Rated.  Next evaluation on XXX 20, 2021" but the Top Rated rating never applies.

 

I even check the day before (19th) just to make sure nothing's changed and I see the same message.  I go in on the 20th though and it's the same message but then it tells me that it'll apply the next month.

 

I've contacted customer service for 3 months straight already regarding the same topic.  The last conversation (literally 30 minutes ago) they told me they fixed it and I should be "Top Rated" now...  I go into my dashboard and what do I see?  "Current Seller Level : Above Standard.  If we evaluated you today Your seller level would be Top Rated. Next evaluation on Jun 20, 2021".  Basically all that changed was "May 20" to "Jun 20".

 

What's more...  If I go to eBay's help page on "Seller levels and performance standards" I get a completely different message that states "Your current seller level is Above Standard. Based on your current defect rate, if you were evaluated today your seller level would be Above Standard. Your next evaluation is on June 20, 2021".  My defect rate is below the Top Rated seller threshold so this message is completely wrong.

 

What is going on?!?  Is eBay's system and customer service really that bad?!?

How many items do you sell in a year's time? Top Rated requires a minimum of 100 sales and $1000 per year.  I'm not seeing the 100 transactions, unless I'm missing something.

Do you meet all the other criteria for Top Rated? Defect rate is only one of several criteria.

If your qualifications are close to the threshold (e.g., 100 transactions), it's possible that you are falling short on the actual day of evaluation. Each month's evaluation is based on the previous 12 full calendar months.
