Hi all, so I have been been having a hell of a time trying to reactivate my account. Just wondering if this has happened to anyone else. Advise would be appreciated.
I sold a Galaxy Note20 for $200 and promptly shipped it. However USPS would not deliver to the PO box the buyer listed so they have been holding holding the package for pickup for 2 weeks now. The buyer refuses to claim his package and opened a claim using PayPal. As a result ebay suspended all my listings and is holding over $6,000 of my funds. They got back to me today and to say the buyer won their claim and they are charging me the total cost of the phone plus 20 bucks as a ebay penalty fee! I did everything right and it was totally out of my hands. Is this common for ebay to screw over sellers like this? My account is still frozen on top of that for who know how much longer. Any advise would be greatly appreciated. Thank you!!!

UPDATE: Just got off the phone with ebay. They are going to review their decision.
The rep I spoke with said they would reply within 72hours. I'll keep you all updated if anyone is interested.

That's the question I had. I don't know why USPS would hold a package instead of delivering to a PO Box if the buyer didn't request the mail hold.
My spidey senses think this is a scammer that placed a mail hold on the package so they could file a payment dispute claiming non-delivery.

Unless I'm mistaken, I'm pretty sure eBay counts "Held at post office at buyer's request" as a valid proof of delivery the same way they count attempted deliveries/ "Available for pickup" as proof of delivery. I'm surprised PayPal would be different.

Except the buyer could have filed through their credit card used to fund the PayPal transaction and who knows what their credit card's policy is.
We don't have enough info here to help the OP. Like what exactly did USPS tracking say?
How does @sctra_9109 know the claim was filed through PayPal - did eBay somehow reveal that was the source of the payment dispute? I've only seen that reported a few times when it was a SNAD claim and the dispute gave an option to "Accept Dispute With Return." I've never seen PayPal revealed as the source of the dispute in any non-SNAD situation (not to say it couldn't happen).
Was the reason for the dispute INR or was it SNAD? We assume INR because the OP said, "The buyer refuses to claim his package and opened a claim using PayPal." But those could be two separate facts: 1. the buyer refused to pickup the package and 2. the buyer opened a claim. Was the reason for the claim item not received? Item not as described? Credit not processed? etc.

The fact that the OP says he was charged a $20 fee seems to indicate that the claim is a c.c. chargeback.
But the OP needs to dispute the claim because attempted delivery (or in this case, held at p.o.) = delivery in INR claims.

You sold a camera for $5700. Then had a dispute over a $200 phone. It is the buyer of the phone who screwed you. Because of his dispute, eBay got wary of the $5700 sale. I think they want to make sure there is no dispute with the $5700 transaction before they let you sell again.
Also, you have been selling some very expensive high end electronics over the last few months. That no doubt also triggered a review after you had this dispute and led eBay to one of those "you pose a risk" conclusions. You have great feedback and hopefully eBay will take that in account when they review your account. Chances are they will ask you for receipts/source for the items you are selling.
But as I said, it is the buyer who screwed you by bringing unwanted attention to your account.

Yeah, I suspected the same thing and contacted ebay to inform them that the account might be high jacked. But ebay assured me that this wasn't the case. USPS is still holding the phone for them and theoretically the buyer can pick up the phone anytime even though ebay has already refunded them.
Still waiting for ebay to get back to me...

Nope apparently not. They found in favor of the buyer and charged me a 20 dollar "dispute fee" to boot!
