More details would be helpful here. Did you refund the buyer through the original transaction? (i.e. Pull up the Sold item and click the Refund button for that sale.) Had eBay already begun transferring the sale funds to your bank account? Once that's in motion, they would do a separate withdrawal from your account; I don't think they're able to interrupt the original outbound transfer.

You may be able to appeal the "double dipping".
First of course you should ask the buyer for a refund of the refund you made.
If they refuse, ask eBay for a refund of the refund they made.
The phone reps do not work for eBay so don't bother with them. They work for a subcontractor out of Utah.

I can see my refund. I also upgraded them to Priority mail, which was extra and not required.

Of course. I refunded when I shipped. I got them on the phone and I'm not sure I'm tracking with what they said. They said this is just a receipt of the refund I made on 1/2, but if so, it's mighty late coming and very alarming to receive. I told them I hope they cease and desist with these kind of emails, which only create confusion...

Somethin' rather strange glitchy perhaps.
I'd a buyer make an offer, I accepted the offer, buyer paid for item then sends a communication that "He made a mistake in accepting the offer asking me cancel the order."
Ok, he made the offer but such is the state of the universe as we or at least he knows it to be.
So I refunded the order, the funds were taken from my pending funds, order total $104.16. Refund details show:

Something wrong in dodge folks...
So also shows $84.88 in funds available, so add the $6.35 and we're at the $90.83.
However, I'd another sale the other day which I just sent off actually that was $112.43 and it's not appearing at all as available funds nor have does it show as paid out to my bank. No, the $112.43 customer is not a hoser, he's a repeat trusted customer.
eBay must have some sort of processing glitches going on so be aware folks.

This kind of situation is why you use a separate bank account for only eBay sales and transfer funds to another account as soon as eBay makes a Payout.

When you issue a refund, ebay first deducts from your processed & available funds. If you don't have available funds over a span of a few days, then ebay will charge the credit card you have on file for the account or the bank account you have on file. If you feel they are double charging you for the refund, then you should immediately contact a customer service agent from the ebay for business on facebook team. They are normally very helpful! I doubt they are double dipping. However, they could be taking from a couple of your funding sources depending on your current available balances.
